The state purchasing department -via Kammarkollegiet has conducted a procurement of staffing services in Sweden. The procurement included 27 tender areas in three professions and in nine regions. The value of the procurement is approximately 500 million per year for two years with a possible extension of two more years.

39 staffing companies participated in the procurement. Kammarkollegiet had in this procurement chosen to have "floor-prices" – prices that could not go any lower. The companies that were at this level became ranked between 1-5, with help from the lot. Notarius Publicus had to draw the lot 27 times to be able to get the final ranking.

Proffice – who participated with 10 different subsidiaries such as Dfind and Aviation – to get more tickets – was discontinue from the procurement before the actual evaluation due, because of a formal error from Proffice themselves.

– "I’m happy of course for Bemannia that we could get such big parts of this contract. Unfortunately, I don´t think it is right that a lottery should resolve how the ranking will be. There should be other quality requirements. Proffice who have had this agreement for many years and won the last procurement are now left outside – It is notable, says Staffan Bruzelius, CEO, Bemannia Group.
